Planning etc is done in your head and on a piece of paper not on a website or by creating a website. And yes there is paperwork if you are to be running a proprely incorporated business with insurance for your PC's, office vehicles servers etc. I totally agree with Darren, for us we had to actually have the services and skills running before putting anything onto a website.
