Lee Semel also echoed the same advice in an email he send to me today - &quot;Coders overseas are OK if your project is well-defined, you have it written up very explicitly, it&#039;s a standard type of project that&#039;s not reliant on design or technical innovation, you&#039;re not using the &#039;agile&#039; process, and you have someone local who&#039;s qualified to review the work in detail.&quot;
